THIS REPORT CONCERNS THE IMPORTATION OF CHINESE LABOURERS TO REOPEN THE MINES ON THE REEF FOLLOWING THE ANGLO-BOER WAR OF 1899-1902.

THE AUTHOR OF THE REPORT WAS THE CHAIRMAN OF THE COMMITTEE OF REPRESENTATIVES OF MINING GROUPS, JOHANNESBURG AND THEREFORE REPRESENTING THE WITWATERSRAND CHAMBER OF MINES.
In 1903, The Chamber of Mines Labor Importation Agency (CMLIA) was established on the Rand. 63,695 Chinese laborers were shipped to South Africa between 1904-1910. Herbert Hoover, mining engineer and the 31st president of the United States ( 1929-1933) was heavily invested in this project.
