Resident Evil: Operation Raccoon City takes the iconic survival-horror franchise in a radically different direction, shifting from tense, atmospheric gameplay to a squad-based third-person shooter. Set during the events of Resident Evil 2 and Resident Evil 3, it reimagines the Raccoon City outbreak from the perspective of an Umbrella Security Service team. The concept is exciting, but the execution is inconsistentoffering fun moments of chaos mixed with clunky mechanics and a lack of the polish expected from a mainline spin-off.
ORC plays more like a tactical shooter than traditional Resident Evil. You control one of several squad specialists, each with unique abilitiessuch as stealth, healing, or heavy weapons.
Cover-based shooting, though the cover system is stiff and unreliable
Class abilities that add variety but are not always impactful
Co-op squad play, where teammates (AI or human) assist with combat
Signature Resident Evil enemies, including zombies, Lickers, Tyrants, and mutated bosses
The gunplay can be enjoyable but often feels imprecise. Enemies absorb more bullets than expected, and hit detection can be inconsistent, reducing the sense of power from firearms.
AI teammates are one of the games major weaknessesthey sometimes ignore enemies, struggle with basic pathfinding, or fail to revive you when needed.
The campaign takes place alongside major events from the classic Raccoon City timeline, but with a twist: youre on the villains side, covering up evidence of Umbrellas involvement and eliminating survivors.
Missions based on iconic locations from Resident Evil 2 and 3
Interactions with characters like Leon, Claire, and HUNK
Optional decisions that allow you to rewrite RE history in certain missions
While the premise is compelling, the storytelling is light, and the pacing uneven. The campaign is also short, lasting roughly 57 hours.
Playable alone, but hampered heavily by weak AI companions.
The game shines most hereplaying with real teammates makes levels more strategic, responsive, and enjoyable.
Includes:
Team Deathmatch
Infection-style modes
Objective-based team battles
Heroes Mode (play as iconic RE characters)
These modes can be surprisingly fun, offering chaotic battles between human teams, zombies, and B.O.W.s all at once.
Visually, the game is mixed:
Character models look detailed and stylized
Environments are dark, gritty, and gritty enough for the RE atmosphere
Animations can feel stiff
Occasional texture pop-in and rough edges
Lighting and creature designs are true to the Resident Evil aesthetic, but overall the presentation lacks the polish of other PS3 shooters of its era.
The audio design is solid:
Satisfying growls, shrieks, and zombie ambiences
Heavy, impactful weapon sounds
Dramatic music that fits REs action-horror tone
Voice acting is serviceable, leaning toward action-movie cheesiness rather than true tension.
Resident Evil: Operation Raccoon City is an ambitious spin-off that attempts to merge tactical team shooting with classic RE horror, with uneven results. Its not a traditional Resident Evil experience, and it struggles in single-player due to clumsy AI and inconsistent mechanics. However, with friends or online teammates, it becomes a much more enjoyable and chaotic action shooter set in one of gamings most iconic cities.
Fun co-op experience
Interesting villains perspective storyline
Lots of classic RE creatures and locations
Enjoyable multiplayer modes
Unique squad classes add tactical flavour
Weak AI teammates in single-player
Clunky shooting and hit detection
Short campaign
Dated visuals and animations
Not a traditional RE experience (may disappoint series purists)
Recommended primarily for Resident Evil fans who enjoy action-heavy spin-offs and players who plan to experience the game in co-op or multiplayer. If youre looking for classic survival horror or a polished shooter, this title may fall short but for chaotic RE-themed action with friends, it can still be a guilty pleasure.
