Henri Rolin, an eminent Belgian jurist, visited the Rhodesias during 1911-1912 to study their administrative and judicial systems. In 1913 he published " Les Lois et l'Administration de la Rhodesie". Appearing a year before the review of the Charter, the work, which must rank as the foremost text-book on the BSA Company's administration of the period, was intended as a guide for students of Colonial government, notably the Belgian Congo. a well researched, highly informed study.
