S.567B was a Royal Navy form designation, commonly used for:
Technical defect reports
Incident investigation reports
Ordnance / engineering reports
Stores and mechanical failure records
These were normally compiled into bound volumes aboard ships or in dockyard offices.
The printer at the bottom ( LPA Co. Ltd.) suggests a British Admiralty contractor.

The mix of RN and SAN material suggests this binder was kept by a dockyard engineer or ordnance officer connected to both serviceslikely at Simonstown, which was a shared RN/SAN base until 1957.
