Secret document signed by the High Commissioner in S.A. Sir Herbert James Stanley

 Sir Herbert James Stanley was Governor of Northern Rhodesia, Ceylon, and Southern Rhodesia. He served as High Commissioner for the United Kingdom in South Africa from 1931-1935. He was also active in establishing and promoting Boy Scouts and Girl Guides and became chief commissioner of the Boy Scouts in South Africa upon his retirement from politics.

This typed letter is addressed to the resident Commissioner of Swaziland and is signed by Stanley at the bottom.
