You choose one of dozens of tropical islands to develop and manage. Each island has unique areas of open plains, forests, mountains, natural resources, and native peoples.

There are three zoom levels, ranging from far out (entire map is visible) to close in (to view finer details). Maps can be rotated 90° at a time, to be viewed from four different perspectives.

You to deal with many decisions. For instance; Island natives begin growing narcotics and a drug cartel begins operations there. You can ignore the situation, take a cut of the profits or send an agent to shut down the operation. If you agree with the drug cartel, you share in the profits, but gain poor world opinion. Shutting it down can cause the assassination of your agent.

The islands have natural resources like lumber, coal, oil, iron, gold that can be exploited by creating facilities like mines, logging or oil rigs. Other resources are food and unskilled labor, supplied by native villages dotted across the islands. Surplus food produced by villages is used to support populations in towns and cities (built by you) which then supply skilled labor.

Facilities, like airports and ferries, are built to bring tourists to the island. Accommodations can be built and upgraded. Tourists visit attractions that can be built or discovered in the jungles. Attractions not built by you, must be upgraded and opened to the public before they draw tourists.

An artificial intelligence engine handles distribution of resources, but you manage the resources. One of your challenges is balancing supply and demand. Idle facilities that are starved because resources are not distributed to them or because resources are not available are a costly burden.

Additionally, the native people have a happiness level which is affected by the environment and your actions.
