This work debunks views on the apartheid state in South Africa which perceive the evolution of apartheid as the unfolding of a master plan. The author examines the impact of Black resistance on the formation of the South African state in its various forms. She argues that far from being passive victims of apartheid policy, Black people have placed constraints on the ability of the apartheid state to control their lives and movement. In a study of pass control policies in the Western Cape during the transition from segregation to apartheid, the text demonstrates the continuities between the segregationist and apartheid states in controlling the labour and movement of Black people in South Africa. It also illustrates the internal conflicts and lack of coherence between state departments charged with controlling Black urbanization.
