The Subaru 9 Pin OBD cable is an adapter used to connect older vehicles with pre-OBDII ports, to the standard OBDII connector which most modern diagnostic tools require. The cable features a male 9 pin adapter on the one end which connects to the vehicle, and a female 16 pin OBDII plug on the other end which connects to a male 16 pin OBDII plug (most modern day diagnostic tools).
