3rd issue SAN submarine badge prototype

This badge was the proposed rating badge to accompany the current approved gold badge. At least one of the proposal was a silver/gold option along those lines or possible qualified submariner / OC?. Ultimately only the gold badge was eventually approved and the silver badge (both qualification and mess dress size) became a curiosity
