When CIA master spy Jack Shaw (Donald Sutherland) and his Israeli counterpart, Amos (Ben Kingsley), discover that American naval officer Annibal Ramirez (Aidan Quinn) is a dead ringer for the terrorist, they devise a chilling plan to draw Carlos out of hiding, and into an elaborate trap.
