No dust jacket.The parliamentary red boards are smart and handsome. They are steady and sound. The paper trims have some foxing and light storage tanning. The contents are pleasingly business-like and tidy. The fly leaves and front and back boards have cello tape marks on them, no tears though. And pages are a little foxed. The text block has a stain on the right. The contents are clean and clear.

An assured copy of one of the most important Government commissioned Reports delivered during the Apartheid years. The impact of the report, especially considering it was at the height of black repression, led to a total restructuring of labour relations. The Wiehahn commission recommended that all black trade unions should enjoy the same legal rights as white trade unions. This proposal was accepted by the government! The commission's recommendation that the statutory colour bar (job reservation for whites guaranteed by law) be dropped was also accepted in industry! As a result organised labour in South Africa changed drastically. Labour legislation was amended to give black trade unions access to those statutory industrial relations structures protecting blacks against victimization because of trade union membership (although Trade Unionists were heavily harassed and repressed in the mid to late 80s).
