In 1992 the twelve nations of the European Community cemented their political union and created a single market; Germany grappled with the problems of integration; the East European countries faced the challenge of a free market and the collapse of the old order; the former Soviet Union tried to come to terms with the horrifying legacy of communism;  everywhere, new initiatives were born and old rivalries resurfaced. It is no  exaggeration to say that the events of 1992 probably make it the most important year in the age-old history of the  continent.
