First issued in September 1865 for prepayment of postage on bulk shipments of newspapers and periodicals. From 1875 on, the stamps were affixed to pages of receipt books, sometimes canceled, and retained by the post office.

Virtually all used stamps of Nos. PR1-PR4 are canceled by blue brush strokes and have faults such as tears, stains, creases, etc (due to being ripped off newspaper packaging). All are rare.
