Your laptop's USB-C port must support video output (DisplayPort Alt Mode). Many budget laptops and most phones have a USB-C port that only does data and charging on those, the HDMI and VGA outputs will not work. Check your device first.
HDMI 4K runs at 30Hz, not 60Hz fine for a desktop, a presentation or video, not for smooth 4K gaming.
VGA carries picture only, no sound.
Using HDMI and VGA together drops both to 1920x1080, and both screens show the same image this is not a two-independent-monitor dock.
