The lamp shows much signs of handling and use
At the bottom it is missing the screw / turner that controls the flint striker
The flint housing is intact with screw and spring to push in the flint and manual turning of the flint wheel creates a spark
There is some wick in the lamp but uncertain how much
The slider at the bottom of the lamp slides adequately
Air vent slots at the top brass end are stuck (possibly grime or alignment)

Payment:
