This clock has no makers marks, only a serial number. I've been told it was used to control security guards on their rounds, where they would have to obtain a key at various points, & when they turned it, it would be recorded on the paper ribbon in the mechanism.

I haven't tested this clock at all. It is really solid & quite heavy.
