What would it be like to live in a society where people were illegal? Where you're scared to get it wrong, frightened of doing something that someone isn't going to like, something that will result in your suddenly becoming illegal, unclean, nos tatus, denied the right to life, or dumped in a wilderness of lawless disorder where an ever-present threat can take you out at any minute. What if someone were to offer you hope in that situation? And what if your biggest enemy took up that offer? Mike Merrick belongs to the security force called the Watchers. His job is to go into the old city, which serves as a dumping ground for the old, the sick, the 'Illegal', the 'Unclean' and all those who don't have the 'Code'. He takes the Illegals there and culls them when necessary. One night, he and his partner Jay find themselves picking up a passenger and bringing her out of the city - Sunny Cain, the privileged daughter of the Watchers' supervisor, Stirling Cain. What has she been doing in the city? She mentions a name, a name she's heard in the city - David Drum. She says he's helping people get out of the old city 'across the water'. But that can't be so. David Drum is dead, along with other leaders of their illegal sect - or so Mike had thought...
