'Yoweri Kaguta Museveni became President of Uganda on January 26, 1986 when the National Resistance Movement and Army won a five-year guerilla war, overthrowing the last of the incompetent and tyrannical regimes the country had endured for more than 20 years.

Taking his country as a microcosm of the currently critical African condition, Yoweri Museveni examines the seemingly perpetual African state of crisis in all aspects of life socio-economic, political, and even psychological.

Why is Africa plagued with disease, drought, debt, famine, civil war human rights abuses and lack of democracy problems which many societies elsewhere have managed to alleviate to a considerable degree? He examines the pre-colonial, colonial and post-colonial causes of the problems, Africa's inadequate post-independence response to that legacy; and the deep crisis in which most of the continent finds itself today.

In spite of all these obstacles, however, he says: "I am quite optimistic about Africa's future, provided we can sort out our problems of perception. The Africans need to be more active in the current ideological debates. They must insist on defining and providing their own solutions to their own problems."

Museveni has been a fervent advocate for greater African integration. Addressing the European Parliament in early 1991, he noted that since the momentous changes in Eastern Europe meant that the big powers would now be preoccupied with that region, Africa would be "a little bit forgotten". That, in his view, would not be a bad thing as it would force African countries to look more towards each other for economic and political integration.' (Blurb)
